Yup. Car phones have been around since right after WWII, but were very heavy, expensive, and coverage was only available in certain areas. It was basically a big radio you would use to talk to an operator and they would connect your car phone/radio to the phone lines.

The scene was recorded between Èze and La Turbie. And in La Turbie Grace Kelly will then have her terrible accident some years later.
