I don't know if this is correct or incorrect technique, but so far the only way I've managed to pull off pedal C and lower is to have my lower lip more out of the mouthpiece than usual.
Tightening the corners and trying to “loosen up” in the center, and try to center your air, seemed to help mine come out in tune. It may be quite flat at first, but with practice you will build up

I can't play pedal C at all. The pedal C# right above it is a piece of cake though. I wonder if it's an equipment thing or if it's just me.
