The 450 is commercial but its not too far from the average. Idk why but we just like big vehicles. Also, the presidential Limos aren't true Cadillacs, their purpose built armored limos with a Cadillac facia, more akin to a tank than a car.

Not all BMWs are restricted, the new ones are fine. However, BMW’s lack of willingness to accept responsibility (or even accept there’s a problem) is what’s sending fleet managers to Volvo and elsewhere to get their cars.

Also, any reason why there's such a large variety of different police cars?? In the US it's mostly the same Ford's, Chevy's, and Dodge's with the rare unmarked or undercover unit being anything from a Toyota, Buick, or BMW

Not at all suited for our types of road though. They look great but they're enormous compared to typical European vehicles.
