The company I worked for in those days the fire brigade were sometimes visiting the arrow plastics factory in Kingston after the fire once there was extinguished by fire fighters

Why do you blur out the faces of some of the unmarked/undercover drivers, without also blurring out the plates? I know it takes a lot of time and is hard, or is there some other reason?

Usually plate blurring is to prevent people being tracked down or to clone a vehicle (correct me if I’m wrong)
Blurring the faces basically hides the identity of someone who may be say intelligence or something like that. Of course I am only guessing, but it is the only logical thing I can think of. They are public servants so they can be recorded, unless its not even intentional blurring, just the windshield doing it.
