Many people who were moderately wealthy would purchase enough sugar to make a cake or pastry of some kind, and then have that pastry out on display for a long period of time until the cake itself started to fall apart, but if you were wealthy enough (typically high nobility or reeeeaaaallly wealthy merchants), you would have enough money to purchase enough sugar to be able to make cakes regularly, and so you could have your cake (for display) and eat it too. So it's definitely got connotations about having an abundance of wealth, of some kind.
