Just like a bomb sticker with a car, water police should have the training and authority to condemn any potential hazardous boats for further professional inspection or assessment if deemed so, this can be as simple as once its on the water or 20mtrs from a boat ramp. It would potentially push the prices up but it will get rid of some of the rubbish around.
