Considering that Osiris was a god that was chopped up into pieces, I assumed that the effect of atk = cards in hand to reflect that the sky dragon was also fragmented. Similar to Exodia's theme.
At the beginning of the video, the background labeled the Winged Dragon of Ra as "the strongest god" & Horakhty as "the highest god". Horakhty is the fusion of Ra, Slifer & Obelisk

It doesnt actually have a name as its name is more of a possession of the god "The Sky Dragon OF Osiris" so it belongs to the god Osiris.
