These clips are really getting me to do a full watch of the show. I've known of the character the majority of my life, and I've seen clips and full episodes here and there....but I've never watched the show all the way through.
As I remember this is an act for the benefit of the guy standing behind him who's into some shady shit. I think the guy Kojak is arguing with is a district attorney.
