My theory is that Officer Tenpenny from gta San Andreas is Franklins father. (I also posted to reddit)
When you see Franklin’s Biography throughout the course of the gang it is revealed that Franklin’s father was never around, and Franklin’s mother died of a drug overdose. Franklin then had to live with his grandparents before moving in with his Aunt Denise.
;But who is Franklin’s father? It is never explicitly stated that he died only that he left when Franklin’s mother was pregnant with him. Unless, he did die, later.
Tenpenny, a crooked cop from GTA San Andreas is seen from the beginning of the game and makes himself know that he “runs” the town. And later on revealed that he had a connection to the Ballas game, actively working to weaken both Astecas and GFS. CJ ultimately wins over the respect of every gang and takes down officer Tenpenny, making it look like an accident.
Many theories suggest that CJ is the father of Franklin, however when Lamar tells Franklin about Grove street being the original theory, he seems to know nothing about it, and when going into Ballas territory, they seem to have it out for him if he talks to them enough time, which would never occur with Lamar.
Why would the Ballas be hostile to him, unless he wasn’t welcomed there. They seem to know who he is (even before their first encounter with Lamar trying to obtain illegal narcotics and nearly being fooled.) but doesn’t take it out on him until he he draws the first weapon and/or insult.
Tenpenny was often disliked by all the gangs, only listening because he was law enforcement, a power he wanted and loved having until CJ arrived.
He was never depicted of being a family man, infact the topic was never brought up, every other character has some family description, as if he is trying to hide his past before becoming law enforcement. Only being told to the player that he would like to keep his clean and perfect record and not being afraid to corrupt other cops on the force.
He is easy to anger though and easily beat or killed people who pushed his buttons. Tenpenny was was also charged with racketeering, corruption, possession and use of narcotics and numerous sexual assaults along with brutality but all charges were dropped when the witnesses came up “missing.”
Which is the exact way Franklin’s father was described in GTA V, a quick to anger wife beater who used and dealed drugs, and because of those beatings she also turned to drugs, eventually dying because of an overdose.
Considering Franklin was born in 1988, 4 years before Tenpenny met his fate, he is a likely candidate to being Franklin’s father.
Franklin’s father also walked out on them when he was very young.
So he is how I assumed it would have gone.
1. Tenpenny gets married while he is out on the streets, he wants power and to look good at the same time. Not wanting to be known as a quick to anger man; but a moral hero.
2. Once Law enforcement, being a good manipulator he is, takes a hold on both his department and the grove street families.
3. Being beaten and brutalized Franklin’s mom turns to drugs during her time with him and wanting to look good, Tenpenny, wanting to keep appearances, would either not bring up his family or abandon him entirely.
4. Franklin, being born, wouldn’t be able to take up the last name Tenpenny if he abandoned his mother, meaning he would have to take hers.
5. Tenpenny’s first name is Frank which could even be short for Franklin, meaning it could be possible that Franklin is a Jr. Or either Franklins mom would have made the association to Frank’s name by adding the lin.
6. If Tenpenny abandoned the family or wasn’t around much, it would be reasonable that once Franklins mom passed, he would live with his grandparents till deciding to live with his Aunt later in his life.
7. With Tenpenny’s death labeled an “accident” people could make up all kinds of stories of what happened to him, and perhaps the easiest to tell Franklin would have been that both of his parents died from an overdose instead of just his mother, not wanting to find out what happened or who the families are considering Franklin didn’t truly know about “grove street being family territory” till Lamar brought it up. He wouldn’t have known, he couldn’t and considering both his parents were known drug users. It would be easy to tell him his father died to the same cause.
8. The Ballas do not like Franklin, despite their similar styles of living at the beginning of the game, they treat him with indifference, and hostility if he pushes a button, which they aren’t known to do with Lamar or even Tanya two people Franklin actively ran with when he was young.
9. When he mentions getting out of that life and finding honest work, his aunt Denise and Lamar thinks if him as crazy, Denise even telling him that “all men act the same.” As if it has happened before, which the only man in the family neighborhoods or in the gangs where Franklin grew up around with “honest work.” Would have been officer Tenpenny and maybe Denise thought Franklin would only end up the same, with people telling him that he is turning his back on the people who actually cares about him.
It would also makes sense when Franklin feels he is different from everyone, and that they don’t understand him.
But this is just my theory.

Franklin was born in 1988. Gta San Andreas took place in 1992 and CJ has no baby.
No dialogue even hints to that but you know what’s funny you did just open up a new convo because sweet does say “baby needs some new shoes” or some similar in the introduction 😂 and Denise is his aunt so that’s how they could tie into it if they are the same people 😧 she could’ve easily changed her name when she remarried … shiii
