No , the steps are just from the accessory, like perfumers S tier and entomologists. Hunter sees both basically, but the steps disappear really fast , so it doesn't matter really
They see both but you can disable the hunter seeing those effects in the settings if you're concerned. Settings -> Game -> Scroll down to Display category -> Character Costume effect settings -> Some accessories are hidden from the Hunter ON. That way the hunter doesn't see those "obvious" effects but you and your teammates can still see them ^^
