From purely technical point of view, Jeff Buckley's voice surpasses Thom's. However, I'd say Thom's voice has been a much more versatile instrument. From the growling in A Wolf At The Door to the insane scream at the end of Climbing Up The Walls to the angelic falsetto in Nude to the powerhouse in Lucky...sometime I have a hard time believing it's all sung by the same person, so great is the spectrum of emotion and character.

I don't think Radiohead have ever covered Jeff Buckley...not that I'm aware of, and especially not after Thom received a letter from a Jeff Buckley fan stating that he wished Thom had died instead of Jeff. However there is an a cover of Sing A Song For You (by Tim Buckley) that Thom used to do back in the days, search for it, it's on RUclips.
That's not to say Jeff wouldn't have matched that given an opportunity...he only had one album after all. Yes, they are both amazing. Thank God for real music, indeed.
