Perugia is a masterpiece. Properties in the old section are dark with few windows. You will roast in the summer. Like Todi, it is a stair steeping workout. Trains do not run to Todi. Terni is one hour to Rome by train. The eastern half of the City was damaged in the war and has numerous apartment blocks.. The western portion is nicer. I would add Foligno and the Medieval Borgo of Bevagna. Gubbio is magical but prices in the old section will be out of reach for most. Umbria has a great bus network. Just make sure your property is a under 1km from a real supermarket. Carrying groceries up a hill town gets annoying.

Umbria is beautiful but every year the population has decreased consistently. Italy like with once great superpowers such as Spain, Greece, Venezia, etc are living on past glory and not really moving with the times of the digital / tech era. It's good or bad whatever way you look at it but at the end of the day, th epast is nostalgia, money talks and tech makes life a lot easier for everyone.

I loved Orvieto. My favorite town in all of Umbria. I have thought about retiring there except for the earthquakes....😞

Some good points Al. I still think though these prices are incredibly cheap so definitely worth considering as at least a lifestyle purchase.
The decreasing population is one reason why the prices went down.
The reason for cheap prices once again is demographics and long distance to main transport links and airports.Only a lifestyle purchase obviously.

Italy is not the easiest place to migrate to. I guess they are wanting the mega rich which not happening.
There is a program for very wealthy foreigners where you pay an annual flat tax of 100,000 Euros which is actually quite good.
I lived in Terni for 2 years. Do not go there if you do not speak Italian.
Did you try to learn Italian?
The people are not friendly in Umbria.
