The Central Valley is the name of a region and not the name of the valley. There are 3 valleys that make up the Central Valley region. The Sacramento Valley in the north, the San Joaquin Valley in the middle, and the Kern Valley in the south. Chico is in the Sacramento Valley, Clovis is in the San Joaquin Valley, and Bakersfield is in the Kern Valley.

I'm not sure anything in southern California would be considered reasonable, but if you have the income it could be great. Kristin was spot on mentioning Chico and Eureka, but also Redding is fantastic, Relatively small with the Sacramento River running through it...mountains, rivers and lakes surround this area as well as 5 star hiking, hunting and fishing. The numerous small rural towns along Highway 49 are excellent values. We live a bit off Hwy.49 in Pine Grove, population 2,000, but all of these little towns offer good schools, and most of the conveniences of urban areas with the option of being in large cities like Sacramento within an hour.

And now for a reality check...
BAKERSFIELD: Overall Crime Grade: F (Bakersfield is rated #4 in a list of California's most dangerous cities)
CLOVIS: Overall Crime Grade: C+ (but Clovis is next-door neighbor to Fresno which sits at the #5 position of California's most dangerous cities)
EUREKA: Overall Crime Grade: D+ (watch the documentary called Murder Mountain)
FONTANA: Overall Crime Grade: B- (probably the best city on this list)
OXNARD: Overall Crime Grade: C (but has a growing gang problem)
REDLANDS: Overall Crime Grade: F (gang city)
VACAVILLE: Overall Crime Grade: D- ('nuff said)

Most of the towns/cities you have characterized are no where near what you describe. One critical point you cleverly skipped over CRIME RATE.
Vaw kaw vill Vaca as in cow. ville as in village.
Humbolt is very cold, very wet and very foggy.
Principle income, which you did not add into your figure, is growing dope/marijuana.
The town lives on it. No dope, no Eureka.
The fishing industry has tanked, the logging industry has tanked.
Redlands... crime rate very high thanks to San Bernardino.
    Hot as hell.
House for $350 K dream on.
    Go to Yucaipa.
