It means that you probably didn't exit the apps or programs running in that folder running in the background, restart ur pc and try again, chur🤙

Just enter in the folder and delete the archives directly, after this you can delete the empty folder.

If you can't uninstall it, restart your pc and go straight to the folder to the disc and uninstall it before it opens.
