- Hello everyone and Welcome back to a new Budget Builds Video where today we're taking a deep dive into a strange set of graphics cards that have managed to find their way over onto eBay UK, the set of cards being sold are all Terascale, and are (or by the end of this case were) being sold with the same set of sketchy benchmarks.
So join me today as we find out what performance they're claiming from these cards, how these scams work, and more importantly as we confront the scammers with our findings.
Apparently its easier to make up benchmarks and sell these cards than just sell them by themselves...Truely a strange situation we're dealing with today.

i dont think any computer on our planet runs GTA IV at the claimed fps...
I bought gta 4 when it first came out, ran horribly on my at the time, core 2 duo + 512mb 4850 (I think, can't recall 100% there), I stopped playing it right around where you get the first girl friend. I then decided to give it another go a couple of months ago on my now 7700 + 6gb 1060, ran acceptably. Had to wait over 10 years to finally play this thing.
Quad SLI RTX 2080 Ti maybe at 800x600
mine does in certain areas, in others its close to 60... and I have a GTX 1080.
You have to use commandline to even make it run normally on today's hardware, on more than 2GB VRAM GPU it glitches out graphics options so you can't change anything because it thinks your video memory is always overloaded. I mean, at least I had this issue in both tested GPUs - Radeon RX 480 4GB and Geforce GTX 1080 8GB
@@mruczyslaw50 I have the some problem, I think it's also a problem since Windows 8 and higher.
But once you get it working its not too bad, except its probably the least consistent performance I've seen in any game ever and it barely touches my gtx 1080.i could easily get 200fos maxed out if it took advantage of it

I had something like this once, it was an old disc drive of a specific model for an old laptop I wanted to fix, for about £3, and they never sent it!
I have to add my experience to this.
I have one found a scammer that sold hd5770 (with scam benchmarks)
I used 3 accounts to buy 3 of them, than got my money Back And took their Page Down. (so i got 3x 5770 for free!)
(gave them to my friends that didn't have dedicated gpus in their computers)
So i scammed a scammer!

Same with the rebadged scam cards. Some can just be flashed with a correct BIOS and run fine afterwards.
Then take the scammer down, get your money back and have a free card.
It's really bittersweet; I hate that scammers and scamming exists, but I sure as hell do love a good investigative video like this. Seriously glad you were able to get eBay to finally take notice and look into these scumbags.

the only things ill buy on eBay are optiplex's and some old consoles
Bought an old Core 2 Xeon from China before. Arrived and runs on 4.1 GHz to this day.
Heres a tip for buying pc parts from ebay, filter auctions only and click ending soonests, yes its the 2nd hand market but its excelent quality and pretty cheap, thats how i got a gtx 760 for £40
I got a used xfx rx 580 8gb from ebay a month ago for $100 and it still works great.
My CPU and Mobo are both from ebay as well as my phone.
I got my new RTX 2060 on eBay last year, and I'm so glad I did.
I really hate scams like this so much. I worry that people like my family will get tricked by this, and will get scammed into buying some crap like this when they just wanted to buy a graphics card for someone.
Stealing benchmarks... pretty fraudulent. I can’t imagine peddling lies for pocket change will do you all too well in the long run. Thanks or confronting these scammers, sometimes it feels like online marketplaces aren’t much better than real stores.

My favorite thing is how they said old school games but mentioned relatively new titles especially compared to the card itself

Maybe the Claimed Average is actually the highest (or max) FPS the GPU met throughout the benchmarking not the average.

It sounds more like it was one guy with 3 accounts, than 3 different people, to me. Regardless, well done, justice has been served. I will never understand scammers and thieves outside of a video game world. Do they think when they eventually die they are going to take all that stolen money with them?
They make use of those bench results for marketing strategy. When ur favorite games are listed in their benchresults. Oh my fav game works in this card!!!!

The same thing happened to me with some car parts. I ordered a set of tail lights, only to find out that they were likely QC failed lights or some knockoff 3rd shift lights. Sent them back and was promptly blocked. I go to order from another seller, only to find that I have been blocked from them as well. There are lots of sellers out there with many accounts, artificially inflating the presence of their products. This is either not allowed by eBay or somewhat of a grey area, but eBay doesn't care as these sellers pay their seller fees and listing fees.
Ngl, I would enjoy purchasing multiple "scam" cards, just to find out what they actually are, and then use them for their intended use cases

Ahhhh the old XGR Birdbath cooler. Bit bulky for todays graphics cards but back in the day concrete and water was the way to go in the cooling department.....lols
12:52 Did you just mention the HD3450? That card can get 30fps in both CS GO and GTA 5, but you have to use 240p resolution in both. The 3450 absolutely won't hit anywhere near those benchmarks, if the seller is using the same benchmarks as what he posted for the 4890.

As someone who owns a HD4870 and played Borderlands 2 and Crysis on it, I pretty much agree, those titles pretty much perform as expected.
And I'd love to get a HD 4770 and 4830 and compare how they do nowadays. (The 4830 being a replacement for the 4770 to increase yield of RV770 chips and because of manufacturing cost. Same with the 4730 and 4670) Oh a 2nd 4870 to test some Crossfire fun.

Ebay are usually wicked at dealing with stuff like this though, fair play to them, same goes for Amazon and Paypal. But surely they have very tech savvy people working there who can proof read over these ads, or an algorithm. Like they say, prevention is better than cure 😜

The way he place the card over the water make me feels weird.
Sold my original Ryzen 1800X on eBay a few weeks ago. The first bidder gave my an offer 50% less than the reserve, with some sob story about him being a starving student, and he had a "Suite" in his mailing address. I've seen more than one drop-ship scam, so I asked him where he lived. He confirmed it was Azerbaijan. I informed him it was against eBay policy to post a drop-ship address, then blocked him from any future bids. Sellers are at a serious disadvantage, and there are lots of bullshit artists slithering around.

If they are auction-only sales, one could assume that he is using the other 2 accounts to drive the prices up with bids so they can try to turn a profit, if they don't accidentally buy their own card, of course.
To be fair you couldve used WineD3D to use dx11 with similar OpenGL api for better performance.

This card is a better performer than GTX 750 Ti according to benchmarks, but it doesn't even support Dx11. 😁
Do the same scam finding on FB market place and watch as not only the seller will block you but the page admin will for daring to claim they are overcharging or falsely advertising whilst there only issue with selling is that you show a piece of paper in a pic of the gpu that says the name and date of the sale.
I picked up an old PC and i found a HD-7750 inside, a passive one by Sapphire. Have you ever made a vid with one of those? I didn't end up using the card, i rebuilt the PC to house a GTX970, because HELL YEAH!

The problem is they are probably prey on people that don’t even have any basic tech sense. Most people probably buy them and never even know they’ve been ripped off

Worst issues with ebay I have are usually similar to this. They are usually Chinese. Sometimes they have a large warehouse stocked with lots of cheap items outside of China. So you buy from a seller from the UK or Canada, America ect, but it's still cheap knock off products often & they almost never refund. Thankfully ebay usually has your back with scammers like this.
Check out Nzxt pre builts. it says that a 2060 gets 60fps in cyberpunk at 1440p. Lying about fps is the best way to sell :)

The Power Color 4890 was what I used until the R9 270x came along and solved all my problem except 1 , The ray tracing.
I use an Asus Rog Strix RX 6800XT OC LC for that.
CEO Lisa Sue of AMD is an angel and she would never stab me in the back like mister leather jacket of nVidia.

I see that you record straight off your monitor and I noticed there was some glare.
I suggest you do a dual monitor setup with the two monitors mirrored and the second monitor in a dark box to prevent light from coming in. This should improve video quality for the programs that you can't screen record
they should seriously consider enlarging the anti-scam team (if such a team exists) on ebay. there are so many scams on there it's ridiculous. and the people who end up getting scammed are the ones who don't know any better. there need to be more people exposing scammers and prosecuting them.
curious if these older cards wouldn't perform better on Linux specially AMD cards as their drivers are still actively supported. With steam proton I see better performance on Linux using windows version of games its silly.

A 10US$ HD5770/6770 can push almost all these games at 1080p 60fps (CSGO 200+)...

Plot twist: the frwmerates were actually measured in the main menu and average=maximum measured fps.
It's probably a bad time to try to scam someone, right now people are learning about computer parts as they want the best bang for buck gaming pc to pass time during the pandemic, use pay pal on ebay and screenshot those specs as evidence, and you will get your money back, hell you may even keep the card.

So I'm just curious as to what exactly you said to Ebay to try and get your money back for something like graphics card specs that don't match up? Like how exactly do you prove that to Ebay in a way that allows them to take you seriously? Am just curious because I have had to open cases before thru Ebay, but never for something like this. I imagine it might be kind of hard to get them to take you seriously with something like this. How do you do it? What exactly do you tell them to convince you to side with you in your Ebay case?

Still use Radeon HD 4850 with 1GB GDDR5 VRAM, also from Powercolor until now. And yes, the seller give some bullshit for that benchmark.

You mentioned that the main market for these cards are for people running older OS's like Windows XP.
Why would they use this card when cards like the GTX 700 series and 900 series exist with working official Windows XP drivers*? These cards, even the lower end versions, would blow these older GPU's performance out of the water as well as supporting everything up to DX11 at the very least.
*with 900 series, by default XP drivers only support 950 and 960, but a quick installation inf mod and you can get the rest of the 900 series (970, 980 and 980ti) working.
I guess it's for people who like to build period correct PCs, like core 2 quads/phenoms with gtx 280/hd4870.

Anyone who is daft enough to fall for these graphics card scams, wouldn't even know how to fit a graphics card into a PCIE slot. It's hard to believe anybody would fall for it to be honest.

good video, however, the second and about seventeenth pins on the card are discolored which indicates either carbon deposits or other issues that could affect the performance of the card. Also, i would say "buyer beware," seriously, if a buyer wants to get a cheap card for modern games, they should know better to make sure they get something that supports at least directx11 and not some card that supports directx 11 (10), and there are a lot of cards out there that do that which makes the manufacturers look as much a scammer as the scammers on ebay.
These scammers don't stop at nothing to earn a couple of quid. I just feel sorry for the people who buy these fake cards and how the scammers trick them into thinking they've got the real thing with fake benchmarks or flashing the BIOS on the card.

Honestly, the best way to get back at these scumbag sellers is for more ppl to buy them! How is that you say? Why, by opening disputes & forcing the bastards to have to refund you, as well as having to pay for the return shipping should they actually want the card back. That will teach them when they end up losing money instead of making it.
