Ditto on unwanted upgrades. Before the pandemic, I had a Peugeot 2008 reserved and got an unwanted upgrade to a 3008. Similarly, this year Citroen upgraded me out of a C4 Manual to a C5 Automatic (am driving it now). In both cases, I ended up with a bigger car than I wanted/needed. Later during the actual booking/reservation process you will need to provide identification and proof of residence (e.g. passport, drivers' license etc). I don't think a VPN or alternate IP location would be helpful to obtain lower rates, but I'm not sure. I've never tried it.

Yes, the program is only for non-EU residents. We're not aware of any special programs for EU residents, unfortunately. All the best.
