It appears that this person was indeed intoxicated. The fact he is so concerned about his rights but the rights of his family to be safe escapes him. Take away all the BS about his rights and jurisdiction, the legalities of a warrent and tribal affiliation, and you are still left with a drunk endangering his family and everyone else.

Until they day each of them died, we were taught of our heritage, along with an admonition that the reservations were an example of failed socialism (thankfully it is not as bad as it was when I was younger, no thanks to the government, but thanks to elders who, as my uncle used to say "the white man is the only animal that can be skinned more than once", building profitable businesses on the reservations), and that the sins of the past do not justify the sins of today, or tomorrow. If my parents had heard one of try to use the nation as a way to escape the consequences of a wrongful deed, they would have "corrected" us immediately (that correction coming by the way of a belt escaping the loops of my fathers pants at 100 mph).
