I believe the artist used an embossing tool to etch the vein lines in so when she goes over the leaf with the colored pencil, it remains without color.
She says at the beginning she put them in with ivory, to get a "resist effect." I think that means an ivory colored pencil. If she will clarofy, I will be very grateful.
The veins are drawn with a hard light colour such as Faber-Castellated Ivory. Light colours in coloured pencil resist dark colours because they contain larger quantities of titanium white. They will resist dry colours layered over and also will remain visible after using a blending solvent.

What did you use to preserve the veins? Looks like you can put colored pencil over them and they are still there.
