such a nice feature the time I spent - remembering what the font was (after downloading a bunch) - manually installing fonts was too much, so this is a time saver

I used to third party font managers with Illustrator and was looking for someone to explain how to make them work with INKSCAPE but with this option it is not necessary anymore! Also I found out that you can create your own collections to keep them organized as needed and make INKSCAPE only show you the fonts you want to see without the default system ones

i am making my own font. it is still in the making, so i don't want to install it on my computer. with this trick i can use the font directly from its production folder so i don't need to delete and copy the font into my system fonts folder every time it's changed, pressing 'Save OTF' in the font editor is enough. thank you very much.
I think adding the custom directory should automatically repopulate the list. Alternatively, they could put a reload link in the list dialogue to rescan the dir(s), based on the latest preference settings.
It sounds like Inkscape may be referencing the wrong directory for fonts. There's an input box for "User Fonts" in the menu used in this tutorial. You can change the directory there.

Yeah, so many times I download/install a new font and want to use it, but I have to completely restart Inkscape to load the new fonts

You definitely can, and I'd say that for most types of mockups it's better to use Inkscape (vector) than Gimp (raster).
If only Inkscape had a way to only show the user fonts in the Font panel, without all the default system fonts.
Create a collection and you can filter them to show only the fonts from your selected collections
