So, I'm guessing that because these tourists are so intent on getting that "perfect picture" even when the horse is having a meltdown, risking getting themselves hurt, it's all worth it for the story they're going to tell everyone back home. They seem to have this goofy smile on their faces "look at me."
I have no doubt that horses are actually selective about the individuals they want to keep around them. Some tourists such as those who keep horses at home must have certain air of horse-lovers and are easily accepted by the King's Guard horses. That said, I believe this security zone, by keeping out the uncivilised/rude ones, manages to ensure peace of mind for both the horse and the guard, reducing their stress level.

So if someone walks under a bus when the lights indicate they should wait, is this then the fault of the driver of the bus?? The guards shouldn’t have to tell people to Step back. The signs and marks are clear for anyone with half a brain cell
