If you compare Jessica's and Tiffany's english, Jessica speaks in a more proper and professional manner and Tiffany speaks as if she's a college girl. Tiffany tends to respond to questions right away with barely a thought and Jessica tends to think about her choice of words before speaking. I feel like it's more about personality than skill.
Although she moved back to Korea when she was 10 or 11, she studied in an international school with Tiffany so she actually keep speaking in English when she got back to Korea. And Tiffany once said that they tend to communicate in English too

I find when knowing multiple languages fluently (for me its 2) when you speak one language more often, in Jessica's case since she's living and working in Korea, it would be Korean, it is confusing to go back and forth with the 2 languages. Even if her native language is English, the Korean sentence structure is almost the opposite to English, so I can see why she hesitates on words and stutters. I do it a lot, lol!
