There are so many great songs Paul didn't release at the time that were better than many that were; enough to fill an album. I don't think he's always the best judge of his own material. That's where having a strong collaborator comes in handy -- Lennon, George Martin, Elvis Costello, Nigel Goodrich all did a good job at that.
Mr 'why dont we do it in the road' was shy of vaguely sexual connotations in a stoner pop song during that infamously puritantical era know as the late 70s? No. I don't know why he withheld it, but THAT ain't why. Lol.
