He did get staggered in the start.If you are wondering why he didn't get staggered the next turn, it's because a sinner/enemy can be staggered into different levels like stagger+ and staggger++ only during the same turn the got staggered,the stagger bar just disappears if you reach it on the next turn when the character is staggered
