That Mouse Cursor functionality was already available as part of PowerToys, nothing new

Microsoft has raised the minimum CPU requirements, if you have a older machine like third gen Intel processor it won't work

It was already in the first version/build of windows 11, go to settings\Personalization\Colors and then enable Show accent color Start and taskbar. Hope this helped!
