Being a "municipality" will make little difference because the parish councils/municipal corporations have no independent tax base/technical administrative expertise...given that effective local government is centralized in Kingston's central government bureaucracy. Just go ask the Mayor of Montego Bay if he is happy with the level of central government funding or centralized decision-making functions in Kingston's ministries and national agencies. What Jamaica needs is to energize/activate the island's three counties (fiscally and technically) to better serve the various municipal corporations via a county board of municipal mayors.
