As an aviation professional this airport this is not a failure , it just depends on the initial purpose. Ut could serve as general aviation given the tourist industry in an around Ochi. ATR72 are the 64 seaters, but again, you just need additional land to increase runway length and width, what code according to icao is being targetted. again, General Aviation, that was the primary purpose.
LOL, so obsessed with runway length as if IFIA can't really be an "international" airport unless it has a runway as long as NMIA or MoBay. Some islands' ONLY international airport can't land big planes! "International airport" is not a synonym for "big and busy" airport. It just means that flights from foreign countries are allowed to land there.

I don’t think this runway is going to be extended because the privately owned properties at the end of the runway across the street will refuse to sell such prime seaside property. Additionally there is a brand new villa being constructed from what I see via google maps right in the path of the extension for the runway. I think the airport as it is can work by just adding up to six flights a day from Miami and Orlando and add a traffic light and turning lanes to get in and out of the facility in both directions.
From day one i knew that this very problem would arise. This runway will have to be extended both length and width. If they can pull this off, the entire eastern Jamaica will change forever...
Initially this airport was built as an aerodrome, which was designed to be a regional airport to mostly accommodate domestic flights. This airport along with the others in Kingston(Tinson Pen), Portland and Negril were never designed to accommodate large aircrafts and international flights. Jamaica’s incredible tourism growth has necessitate airport expansions and talk of building new ones from the ground up. Boscobel is centrally located to serve the tourism Mecca of Ocho Rios and its environs, this is welcome and necessary expansion.
It was never an epic failure it’s a strategic move by the then govt but after they where remove in 2011 the then govt decided to left it languish and never build upon the plans left by the previous. They lack the vision and never had the will to do it so when this admin is back in power they revisit, continue and now is seeing the success. Coming this Nov AA will be daily from miami and Delta is planning to do a round trip into the airport. Plus the numerous economic benefits that can spin off from this development.

Not to mention, as you had indicated, the opposition (PNP) were reportedly never on board with it being an international airport; so they left it mostly idle while they were in power. there is no need to wait for a runway to be expanded and completed for them to decide if a terminal should be expanded. do this project simultaneously. future proof the airport.
They need to extend the terminal at the airport as well don't make sense to extend the run way and not the terminal open your eyes Jamaica and also the government needs to build out the Vernon field airport
You shouldn't invest money in something until you are more certain you will be able to recoup your investment. What's playing out now is called strategy.

The Government has the authority to reclaim the land if it is felt to be necessary though.
