So Kihoon thought an inexperienced E-Rank fit perfectly into that tight structure, because a novice would be easier to keep safe as opposed to an overconfident higher-rank who felt they knew everything about dungeons. And given Kihoon's level-headed responses in this episode to a completely unexpected dungeon situation - where Jinwoo's help in a tough fight could have made him overconfident - I think he dealt with it exactly as required to keep everyone as safe as possible. Kihoon took proper responsibility for the entire strike team, all while under considerable pressure and danger to his own life, and the team in turn accepted their responsibility for the life of the luggage carrier.
I believe that Kihoon took Jinwoo, knowing he was an E-Rank Hunter, to demonstrate the effectiveness of their team and to inspire lower-ranking Hunters on how to navigate dungeons properly. If we look back at previous episodes, we see that most dungeon parties are composed of members with personal goals who are often willing to sacrifice others to achieve them.
yeah i think this episode was designed to get you to question kihoons morality as most other leader types jinwoo ran into were huge jerks. so it was to pull the rug out of expectations by showing kihoon is actually a competent leader and generally decent guy
I think maybe Kihoon took Jinwoo because he is going to be appointed as Captain once the raid is complete and if he could keep even an E-rank safe during the mission maybe it would give him more status

They have a little more detail in the manhwa. Basically, he explains that Jinwoo needs to stay behind the backline so that the only way the monsters can reach him is if the entire strike team falls. Things just got a little screwed up in that fight, as the orcs were able to ignore the taunt of the tanks, and so there wasn't a front vs back line.
Random bit of trivia: while it might seem like all these characters first appeared on this episode, a few of them actually got introduced all the way back on episode 6 of the first season. There's a short scene were the short haired maid girl and the blond mage girl meet up with a friend from the White Tiger guild in a cafe and discuss how they went to training with Cha inside a dungeon. Then, on the flashback of said training, we see Kihoon, the captain of the raid, looking surprised at how powerful Cha is. Oh and btw, the friend who's from the White Tiger? It's the B rank mage girl that joined Jinwoo's team during the Red Gate, and thus she was among the survivors.

Seeing everyone's reactions to Jinwoo's powers, and the reveal of his hidden strengths as he faces off against "Tusk", is just so satisfying to watch.
You see how an A rank gate need like 1 S rank hunter sometimes and a bunch of A's and B's just think how much hunters an S rank gate needs. Same with hunters the A ranks were struggling alot with the high orcs while Jinwoo as an S rank just was dancing with them not even going full force same with Choi just goes to show the difference between A ranks and S ranks
100%, A-ranks have a definable power level, S-ranks are more of a wildcard in terms of power level, some (like Sung Il-Hwan) is probably like an S+ or S++ or something considering how easily he took down Hwang Dongsoo

(maybe 3 times depending on what is revealed about this current dungeon and if it is a known thing that beasts inside dungeons can sometimes hide their magic power, to make the dungeon seem weaker, or if this in unprecedented.). The first time was the first dungeon... the double dungeon, which was before he became a player, so I don't even know if that counts. Second time was the red gate that wasn't supposed to be a red gate. Other than that, it has been bloodthirsty humans, from dungeons where Jinwoo was desperate to get higher class dungeons, as an E-rank... meaning that he was bound to take dungeons with more suspect parties that most others wouldn't take. Remember that Jinwoo has been speedrunning dungeons and has done 19 C-class dungeons, that was perfectly fine.

The series in fact is in South Korea, which has a population density of ~500, making my point even stronger I dunno if it gets addressed in the original material, but why the heck aren't countries like Canada, the US, and Australia just dungeon break wastelands? Assuming Gates and Hunters appear randomly, Japan would have 338 people per square kilometer, the US 98, and Canada/Australia are both around 4. So Japan literally has 3.5 times as many Hunters per gate compared to the US, and 84 times as many as Canada or Australia.

Edit: I got confused below and thought the series took place in Japan. The series in fact is in South Korea, which has a population density of ~500, making my point even stronger
I dunno if it gets addressed in the original material, but why the heck aren't countries like Canada, the US, and Australia just dungeon break wastelands? Assuming Gates and Hunters appear randomly, Japan would have 338 people per square kilometer, the US 98, and Canada/Australia are both around 4. So Japan literally has 3.5 times as many Hunters per gate compared to the US, and 84 times as many as Canada or Australia.

Cha Hae-In can smell mana and the smell is very nasty so much so that she can't breathe properly near hunters. I don't know why the anime didn't clarify it but the Novel was quick to point this out.
