Not S&P approved is referring to standards and practices, the department that deals with the ethical/moral standards of tv shows. It was them taking a jab at Disney's stringent standards and practices. They wouldn't let them get through jokes like a box of cereal named Penta-Grahams that said "don't sacrifice flavor."
Alex Hirsch wanted to put “bottles will be spun” on the poster but S&P wouldn’t allow it, so after some back and forth with them he finally changed it to “not S&P approved”, to which he got the response “not S&P approved has been approved by S&P”
I know Stan had to at least be in his underwear for that child-scaring scene to pass, but my headcanon is still that he only put it on after they saw him.
3:06 Fun Fact: The "S+P" joke stands for "Standards and Practices", the department of a television company that censors all the fun stuff. This is because Alex originally wanted the poster to have a reference to spin the bottle, but Disney's S+P department thought that was FAR too scandalous for a Disney show. So, he changed it to "Not S+P Approved", and here's how the exchange went according to Alex: S+P: Children won't get that joke. Alex: But is it allowed...? About Wendy dating Robby I feel Wendy based on what we know of her just likes to try things out. I mean when she answered Robby's question on going to be her GF she just said "Sure why not." Wendy probably is just experimenting as teenagers sometimes do. We already know she has dated tons of people so she clearly has a history of just accepting people's dates.
Given she admits in a later episode that she's not actually that laid back and she feels stressed all the time, in part because of her family, I wonder if her laid back attitude in regards to dating is another act? That or maybe she doesn't want to feel more additional stress and thus why she's so easygoing in regards to dating. She lets it become too big a deal and thus that's more stress on her.
People also tend to forget that this whole show takes place over the course of 3 months. Dating Robbie for like a month or two shows that she really was just doing so out of kindness/curiosity, even though it felt like an eternity to Dipper, it was hardly any time at all really
"S & P" was a dig at the "standards and practices" at Disney which limited things that the creator Alex Hirsch could put in the show.
