This is a cover of The Everly Brothers 1960's hit "Cathy's Clown". When Don Everly wrote this song to sing with his brother it was more from a young man P.O.V., when Rebe covered this song she changed it to fit a younger woman's P.O.V. of someone who was in love with a guy who still has feelings for another girl that broke his heart. I had been a fan of Reba's following her since 1987 when I first saw Reba on the music awards shows after her songs "Whoever's in New England" became a popular hit, but it wasn't until she record this song that I bought my first three Reba Albums.
The outfit was what she wore in the video. She chose to remake this song because it came out when she was a teenager, and since she was recording her 16th album, she decided to do something that was on the radio when she was a teenager.
This would make more sense if you watched her music video which has Bruce boxleitner portrayed as Cathy’s clown. This outfit was what she wore in that video.
Reba was the first country female singer to do those rolls of her words. she may have done it before any pop singer too. this is her signature sound. most people loved it, but a lot of people hated it !!! i love Reba regardless !!!!!!!!

I question if the audio for that video is of a live performance. I just came from listening to the studio recorded version, and this sounds exactly like the studio recording. That's not a compliment to say she's performing it just as good as the studio version, but more of a suspicion that the audio is from the studio version and has been lip synced to this video.. I like to think I have pretty good musical ears and can tell that it sounded like a carbon copy of the studio version.

Everything I'm saying is my opinion and have no facts to back it up. The earlier part of Reba's career was full of what you are hearing then she stopped singing that way it may have been her decision but it has written all over it an executive told her she sounded too much like a hick and wouldn't fit the image they changed artist into and ruined country music that is when she had enough and started acting
She evolved with country music as a whole. That’s why she’s still relevant today and younger generations hear her voice and fall in love with it. Not only that but if you listen to any interviews with her, she speaks on constantly growing and evolving personally, with her inner self. She sings on where she is in her life at that specific time. As a people we should all follow that..in my opinion 🤷🏽♂️
