were some of these stretches and exercises borrowed from ballet dancer exercises, perhaps originally? it sure looks in depth...
I can flex my feet at max 135°, do you have any advise on how to start on that? It's really giving me a draft whilst swimming crawl.. :/

Do you naturally have flexible ankles or have you been consistently working on it??
Both, I have been working on them for a very very long time and have seen improvements. But you could say I started with already more flexible ankles than most.

As a young swimmer with tight ankles how many times a week should I do this?
Many times. At least 2 a week. But you could start doing it more often if the feet don't hurt after a month or so.

Sitting on ankles is the worst for me. I am folding over instead of leaning back, just to get the ankle to the ground.
