The main problem I see is kids with very powerful "ebikes" which are actually e-motorcycles doing wheelies up and down the main road. They ride at night no lights, 45 MPH. The 14 year old kids ride them on the streets like cars in traffic, no turn signals, dirt tires, no brake lights, and have had no drivers training. For street riding it should be people with at least a drivers permit especially anything that goes over 20mph!
There is zero way to regulate them, so long as police have no way to test them a 1000watt and 4000w motor look the same with decals removed and an unknowing law enforcement officer inspecting
They can't enforce it anyways.. if the local law enforcement has time to enforce the type of ebike we ride and not pulling over speeders in school zones here, I'm not gonna worry.
In Germany it's very simple. You got Pedelecs that are equal to a normal Bicycle. Pedal Assist, no Thrust Lever and shut off the Assist at 25 km/h (15,5 mph). You can use it on all Bike Paths. Then there are S-Pedelecs. That are Pedelecs with a stronger Motor and a max. Speed of 45 km/h (28 mph). That comes with more Restrictions. You need a Licence. Age is limited to 16 Years or older. Insurance is needed, also a Tag. A Helmet is Mandatory. Bikepaths are forbidden. If you have a Throttle you need another Licence. In short it's like a Moped. A Electrobike without Pedals and only Throttle are similar to Mopeds (Light Motorbikes). Also only from Age 16 and with Licence and Insurance /Tag plus Helmet. Bike Paths are forbidden.

These "e-bikes" need to be regulated like mopeds. IMO class1 should be the only e-mtb that is allowed on any sort of trail.
