Dangote Did Not Carry Out Proper Feasibility Study for Refinery, IOCs His Major Problem - Shedrack

  • From my investigation, Dangote has no issues with NNPC. So far, about 39 vessels of crude oil have been delivered to the Dangote refinery by the NNPC. Dangote seems to want the Tinubu administration to bend the rules for him.

How so? For years we've complained that Nigeria sells oil to foreign companies and buys the oil back in dollars making or fx weaker.
Now we have a bigger local refinery and the government is still prioritizing the foreign companies? Why did the government work with dangote to build a refinery then?
We should have just continued selling and buying back our oil from those foreign refineries since we don't want to loose their tax.

@ManHuman-ur2hm It's nice to hear that although based on information available to me, the issue with securing supply remains and probably worse now than it was since 2008. To solve this problem, the upstream operating regulatory model must be revised. This is not about unbundling NNPC which is what the PIA seems to have focused on. It's about JV or private-public investment model that secures public-government interest in the upstream. The current arrangement can not support competitive and profitable investment in the real sector of the downstream segment.

They explain away the reason why they couldn't supply the rest because of 'sanctity of contracts' the IOC have. The fault is that of NNPC because it can't compel these IOCs to follow the law.

Problem is that even the best feasibility study would not guarantee expected outcomes in Nigeria because of oil theft, inability of the country to know the exact quantity of oil it produces, non-functioning government refineries, saboteurs benefiting from oil importation, etc. Maybe Dangote should have recruited you to do your version of a "proper" feasibility study in a country like Nigeria. @chidimarvels : NNPC originally held 20% stake in the refinery project (during the Buhari regime) now, it holds a paltry 7.5% (which was disclosed by Dangote). Question 1: Was their 20% cash equity or could it have been (in part) the feedstock supplies?
Question 2: Why is Malta popping up in the equation (during Tinubu's regime) and this man's investigation did not cover that aspect of Dangote's complaints? Seems he was deliberately evading that question.
My Take: in the lightbof David Hundeyin's recent revelation, the man is simply "reading" a script.

He doesn't need to have direct agreements with the IOCs. The PIA law requires local refineries like Dangote to receive all the oil they need before any thing is exported. Of course most of NNPC's share has already been used to borrow money. The IOCs who are foreign owned sell some of their crude to other countries while they also send some to their own refineries abroad which are refined and sold back to Nigeria making them doubly rich. Do you think they will like to end this system? That's why none of them wanted to buy any of our moribund refineries or build their own as Dangote did.

We have refineries now and we cannot export the 450000 barrels for local use to earn just royalties. If Dangote refine the domestic crude for local use it is not bending the rules except if there are other local refineries being short changed.
