There is too much emphasis on aftermath activities (audit, anti-corruption), checking which horses have bolted, where they bolted from, and trying to catch some, and less on preventive and control measures. If the before is done well, fewer horses will bolt and those that manage to run away will be easier to catch.
People want to talk but Zimbabwe is not a free country cause you end up being imprisoned asking for accountability
You should check if those companies even existed, I'm sure they don't, if cars never came demand a refund and hold people accountable to incompetency of either theft or fraud.
