Why Rental Discrimination is Still Common in Singapore

  • The rental market in Singapore is not equally accessible to all races. Some Indian tenants in Singapore face discrimination renting as prospective landlords screen them based on race. As the pandemic draws out, the rental market is booming with an increasing pool of renters - permanent residents or long term pass holders returning to Singapore, or Malaysian workers who cannot travel between borders due to travel restrictions. However, for some it’s not always easy finding their unit of choice.
VICE World News speaks with those who face difficulties renting in multiracial Singapore.

Rental racism is pretty common in Hong Kong as well, landlords can say they don't rent to South Asians or black people straight up without getting into trouble. The only difference between Singapore is that people of Chinese descent gets the "white people" type privilege and status while in Hong Kong white people are still perceived as the "highest class" above the local Chinese and other East Asian descent. It's appalling how much systematic racism there is in Asia that is without physical violence

I used to live in a hostel with fellow Filipinos here in Malaysia. When I decided to leave the hostel and rent a room for myself, I started searching for room or house rental on an app. Upon searching, I found out that many of the house owners or Agents (mainly Chinese) don't allow Malays or Indians or even South Asian workers to rent on their houses. Typically written on their ad was "House for rent : Only Chinese and Expat".
I felt bad and worried about it because I'm Filipino and I might get rejected.

This was happening 30 yrs ago, when I decided that money wasn't the only goal in life ..At IBM where my husband worked, meetings were being conducted in Mandarin, they just told the 5 non Indians to learn Mandarin. At the same time when I enrolled my son at Henry Park primary, to take Mandarin as second language, they refused saying that we are tamils and only Tamil Should be our second language Mandarin can only be third ..plus they don't have a Tamil teacher, so enrolling him would lose my chances of getting a school of first choice..only if they have 8 students can they hire a Tamil teacher ..so unless 8 of us Indians go together , it would never happen .I decided this was NOT the country for my kids to grow up...I was an Indian but from UK , however I did marry a Singapore Indian.Yes racism exists is every country , some more than others..even in India, its castism..But in Singapore , it was education , racism and how the government interfere with personal issues like my third child.. PM Lee Kwan Yee annouced in 1987, that only educated mothers produced smart kids so only educated moms can have more than 2 kids !! He further went to say that only University was 'Real education ' I was from Singapore Poly..I was perfectly happy with 2 kids but how can one say I am not educated and that my kids would not be smart!! Hence I had a third child as it was the year of dragon 1988..This is God wish..not the PM ..he's not God!! and that made the decision for me to leave the country. Singapore is a great country for hols if you have money and no kids ..We left the country 30 yrs ago , with 3 kids aged 9,6and 1 , left two good paying jobs, my nanny of 10 yrs , my inlaws..It was tough ..but today we are very very happy in Toronto with kids happily married and grandkids ..

@sm2411 What do you mean by most beauticians are from north east? Does that help them evade racism? Idk what was the point of you telling this information. I do have friends from the 7 sister states and being a Delhi Uni student I can confirm the blatant rasicm here for people who are from outside North India. And just because you don't see rasict behaviour doesn't mean it's not happening.
Do you even know the incident where a north eastern DU girl was spit on her face with tobbaco, by uncle who was shouting at her for being Chinese and bringing the Covid with her.
I don't think this can be considered normal anywhere. Being born and raised in Delhi for all 22 years of my life I can accept that this racist behaviour is taught to us from a very young age or should I say not corrected/ignored. When I was in element school I also called some of my friends from North east momo, chowmin etc and sometimes even the teacher would not correct me or scold me when she heard this. I am thankful that I realised it's wrong at a more early stage than most Indians. Same goes with calling people Madrasi, idli dosa who are from South India.

I’m a Malay and experienced first hand on how it feels like to be rejected based on race alone. My husband and I tried looking for rooms to rent last year after CB period but you can say that 98 percent rejected us as landlord prefers Chinese as they feel secured. It’s so sad. Most of the time they will give reasoning such as racial preference and that landlord feels more secured, but on the second thought, they profiled minorities as someone ‘bad’ or capable of murder or committing crimes! It sounds subtle because they use it as racial preference but it’s freaking not! It’s just racism! They associate minorities with ‘bad people with poor qualities’. Of course you can deny this all you want because you are not a living minority in Singapore. You didn’t have to experience this like us.

Report on the not-at-all-hidden rental discrimination in Japan, where realtors and building owners tell non-Japanese tenants outright "Sorry, we don't let white/black/Indian/Chinese people live here." When I finally found the loft I was looking for, as a closing assurance, the real estate agent told me "And it is great because Chinese people aren't allowed to rent here." Like I should be happy that I have ascended, as a white guy with a stable job, to enjoy a larger fraction of the privilege Japanese people take for granted. That was after being rejected flatly for race on three other Apartments. This was 2020.

Most of the japanese youtubers who are foreign has covered this in a video of their own. It's sad that it happens, most especially its a pity since their population is dwindling with little to no hope in having a baby boom to offset their aging population since young people don't have the time, money, or they see going through a relationship as hard work and bothersome, and having a child is too expensive in their lifetime. And for the country to keep functioning they need able bodied and willing people to work the odd jobs which the foreign workers would want to work their in the country but faces discrimination to a degree where even renting is ingrained discrimination.

During my 7 years of stay in Singapore, I have very many fond memories of the place. But those great memories are sadly sullied by a few racist experiences that me and my spouse experienced. Yes, we experienced rental racism on few occasions when we were on the lookout for new property to rent, taunts in hawker centers, irate taxi uncles venting frustration etc. I find Singaporeans overall very kind and considerate people. But the few incidents of racial nature can really color ones experience of the whole place. That I feel quite sad about Singapore. And I dont see us coming back to Singapore, however great life has been there. It is undeniable, racism exists in Singapore with Chinese being the aggressors in general. But I certainly think people born in the 2000s feel different about race relations and things will improve as this new generation with an overall integrative global view comes to the fore.

    • @hariw834

@@accountantthe3394 I disagree with your viewpoint. First of all, your insensitive response really did not merit a detailed reply, but I am obliged to do it purely to educate you why I raised the point. There is no level of racism that is tolerable. Atleast to me. The kind of insidious racism that I experienced in Singapore, is not the tolerable kind of racism as I am totally not fine with racial profiling for rentals, someone making fun of my culture with bad intent, or look down on you based on skin color or association with my country. The recent Covid pandemic really showed what is beneath the veneer of your "mild racism" as the spread of Delta variant showed the true colors of some Singaporeans. Or visit un moderated chat forums to see how bad it is..
Btw, I TOTALLY AM FINE with stereotyping jokes if they are not offensive and told in jest. I also dont mind what some may consider "casual racism" if done in good humor (India is a nation of immense diversity with different cultures, so we are very familiar living with differences), but anything that crosses the line (which often does), is totally not fine. Have you actually lived in Singapore as an expat, specially from India? The kind of racial profiling that happens when you look for renting apartments is demeaning to anyone, knowing that racial stereotypes are applied to you and gets rejected. Second, the outbursts that we encountered from a taxi uncle really showed how deep rooted the resentment and racial prejudice is in the minds of older Singaporeans. I also said that I have met and worked with many Singaporeans, as an average Singaporean is kind and very considerate. But if you just have a bad incident, that will standout. Its like murder, rape, only more insidious and difficult to police. I also DIDNT LEAVE Singapore because of racism. However, as a life in West has taught me anything, racial relations are not to be preached in ones constitution and paraded with flag waving etc, but to be practiced in all heart from inherent compassion and love for fellow human beings. Being an insular country as Singapore is, I find that openness and inclusiveness lacking in older generation Chinese Singaporeans and some new generation too. Take it or leave it, I frankly dont care what you think, its my experience.

Rental discrimination, verbal tirades, actions (that we experienced) is not anyway "mild racism" for us. For me any action that knowingly disrespects my culture is not acceptable. You dont have to be physical to be aggressive and made feeling unwelcome.
Why do you have to talk about racism in other countries and divert discussion about Singapore?
Anyway, I find Western countries (USA and Canada, where I split my work life and live now) much better when compared to SG. Yes, I am not living in a deep Red state, but I am treated with respect and no one asks about my race here.

Aside from landlord racial favouritism, racism is still a big deal in Singapore and it will NEVER stop.. I hate racism as most people does too as I grew up living in a block with at least 80% Chinese.. Believe it or not, my family & I are the only malays who are living in this block till this day.. Since I was a kid till now in my 30s, my neighbours especially the ones who stays the same storey as me, has been so welcoming, treat everyone with love, care and respect and we've been treating each other like family.. CNY, Hari Raya, Deepavali, we will always invite everyone for those living at same storey to our house to celebrate as one.. It has always been a great experience but the moment I step out from my neighborhood, things are different.. Racism is just everywhere.. Even up to this day at my work place where I've been working here for 10 years now, I only have one great colleague and she's Indian and she also has one great colleague and that's me. We are professional colleagues at work but lovers after 5pm.. The rest are Chinese and some Filipinos but literally, none of them has any interest in talking to both of us but we're okay with that..
But the funny part is that those Filipinos are also trying to push us aside and mixed with the Chinese... Wait a minute...... I'm sure if I say this, people will say I'm racist too but I grew up with Singapore having 4 ethnicities, Malay, Chinese, Indian and Eurasian... Which part of it says Filipino?? It's funny...
Anyway, that's my story to share.. Thanks for reading but one thing for sure, if we can stop Racism, our country, our people will be unstoppable..
I would still love my Singaporeans even though if you hate me.. It's ok.. TC guys!

Racism is endemic and as long as there are different types of people of different races, there will be racists around. Depending on which is the majority race, the minorities will be the disadvantaged. Even within the race, like in India, where caste is a big thing, they discriminate among themselves and have ranking. In some countries, acts of racism are so overt that it can kill.

I think at some level I managed to get through to my landlord. I'm a Singaporean Chinese and am renting from a Singaporean Chinese landlord. He was defending other landlords' racist preferences of non-[insert race/nationality] tenants because [said category] smell/behave/cook a certain way, that's why landlords don't want to rent to them. All the while he is saying that this not that they are racist. I told him that while they may not think of themselves as racist, such behaviour is quite clearly racist because it is not just about preferences, but widespread denial of housing to a subsegment of the population based on that. I also said that if landlords have fears that tenants don't take care of the property, they should deduct damages off the deposit, rather than barring tenants of an entire race or nationality completely. Somehow, that got through to him and he acknowledged that it is indeed true that such preferences are discriminatory.
To the landlords, it's not that it is illegal to set discriminatory rules. Because your house, your rules. But that's precisely the point - your rules may be discriminatory. It is somewhat understandable if landlords are living under the same roof as their tenants, and have a preference for certain tenants to avoid conflict of lifestyles. To an extent it is a bit lazy, because that's the whole point of compromise when we live in a diverse society. If you rent out a space, they have to live by your rules, but you should also ethically accommodate to them. But for landlords renting out entire units, discriminatory renting is rather hard to defend. Again, yes, your house, your rules. I also understand that there may be a higher propensity for people from certain categories to not take care of the house. In that case, then deduct the money from the deposit after they leave instead of barring them from renting altogether, or you can even do check-ins with your tenants from time to time like my landlord does with me. The tenant should be punished because they damage the house, rather than because they belong to a certain race.
If you're a Singaporean Chinese like I am, I encourage you to indicate racist behaviour to your peers if you see one. But if you really want to get through to them, it helps to say that it's the action or their policy that is racist, rather than calling them racist (even though they likely are) in their face because it puts them on the defensive (they will more than likely say that races are treated equally in Singapore by the government blablabla). It is true that Singaporeans are quite racist, and at some point, we need to learn that we are (especially Singaporean chinese like me). At this point, Singaporeans have huge cognitive dissonance because the veneer of equality of races is drummed into our psyche so much that many of them do not think racism exists in Singapore.

They should blame themselves because they kept quiet most times. Then they deserve the treatment. Change it or migrate but don`t tolerate. You should go where you are treated best. You see this specific view is only prevalent in the homogenous societies and forced on them often by a small group of elites who want peasants to emulate them. But I think the Chinese perhaps, even with economic development of their specific community, fail to learn this or educate themselves and their children on this, therefore I’d say they have failed as a people. The whole world over would accept if something of the sort happened in their countries and not provide excuses for it, but of course the Chinese love doing this. 2. What exactly are the other types of privileges given to the Chinese race? Besides the HDB (from the govt but for good reasoning) and Renting (not from the government but from tenant owners themselves)?
      3. Scrapping race from ICs is an option, but not a viable one. There are many self-help institutions surrounded around the CMIO framework (SINDA, Mendaki). My friend rented his apmt to a specific race family from that race country of origin. At the end of the tenancy period, his apmt was in such a bad state with broken furniture and also neighbours complaining. The smell of curry was so bad that he had to repaint the whole apmt because washing the walls did not remove the smell. He spent quite a huge sum of money to clean up the apmt and get new furniture. And there were other problems as well. He told me he will not rent to that racial group ever again. He might just be unlucky for getting a bad tenant from that racial group but i don't blame him for having that mindset. Btw, my friend's ethnicity is partly from that racial group.

It’s true that we discriminate against both the Indians and Chinese PRC. First of all, many Indians always cook strong smelling food and they also worship and use some strong smelling oil or perfume so if you go to their place it’s always filled with a strong smell. That’s the reason for the discrimination. At the same time, many Chinese people from China don’t really take good care of their homes and it is always very dirty after a while of rental. That’s the reason why many people don’t rent to PRC. To many people, it’s easier to not rent to these 2 groups than place certain restrictions on them. If you look at it in another way, if this is about other race having the same trait, Singaporeans probably wouldn’t rent to the same group too. It’s difficult to change the mindset of many Singaporeans due to the perceived traits.

I wished this video ended off which some next steps on what we can do to make things better. What do we do when we witness an act of racism? How can we call out this behavior? Are there governing bodies who are actively advocating racial harmony that we need to pay more attention to? Do we want to call out our education system on shedding more guidance in our younger generation to avoid those hurtful comments inflicted? What can we do better as an individual?
There are new laws being proposed by the Singapore government to manage racism better through I guess what they deemed as a softer approach, but we as people need to recognize the pain that we inflict onto others in our mindless comments. We need to call out racism when we see it, be mindful of how our actions can affect others and just be better!

She even told me to read the news from indian how many rape cases in india. She say she doesn’t want to have unnecessarily headaches. I have met indian tenant who are very very arrogant too. when they're out of India, they're secular and talk about equality. Once they step into their home, they forget all elements of secularism and equality, and secretly practice all elements of discrimination under the roof also transfer to their kids.
The best example would be, just ask all these pseudo equal rights Indians, what caste their partner belongs to, they'll come up lot of bullshit ohh this and that but if they have same clan marriages, you got your answer, there's less than .1% Intercaste marriages between upper and lower caste. It's so bad and inhumane that if a boy or girl found be in love between lower and upper caste parents murder own kids. It's called honor killing, just google "honor killing in India" you will find heart wrenching facts.
Indian matrimonial sites are the biggest proof of Indian discrimination system, how they categorised each caste under same religion, region and state.
The discrimination doesn't limited to property or marriages, it largely effects to political rights in India upper caste brutely degrade lower caste and kept away from basic human needs such as food, education and justice. 80% of population of India is lower caste but 20% people control over all resources. The Indian Constitution reserved jobs and education right to uplift these communities but the discrimination is so bad in India either they are being denied to admit in universities or failed them so they can't apply for job. If after all these struggle and harrassment they able to succeed to get job, no promotions are provided and labelled them as inferior or freeloaders.

Please allow me to narrate my side of the story. My grandparents were born locally and that shows how local I am. Upon getting my own public housing, I persuaded my parent to stay with me so that they can rent out their property. They rent to an Indian family from India. We don't care about race. 2 years later. My parents have to spend a bomb to renovate their house. The entire unit had been reduced to a pathetic village. Years later, I also did the same thing but this time, to a highly-paid bank professional from India. 1 year later, I found myself in small claim court, defending the deposit which I forfeited from the Indian family. I got sued by the Indian family for forfeiting the deposit as my unit was turned into an Indian village. I don't want to go into details. I heard many similar stories too. My point is, why are we forever only able to see programs such as this portraying the plight of non-Chinese renters but never the plight of landlords who suffer financially under the hands of such renters? There are also Chinese renters who got chased out by landlords too. When the unit gets ruined by certain races who display certain traits again and again, leaving the pitiful landlord licking his financial wounds, who is there to pity the landlord? The dominant Chinese Race is Singapore not racist at all. The situation this man talked about is caused by irresponsible renters from a specific race, who destroy the landlord's house and when words spread around quickly on this small island, they claimed unfairness. Now, I still accept Indian renters but with a condition. At least put down 12 months of rental deposit or 24 months of deposit for 2-year rent. When they ask me why, I show them the pictures of my ruined unit and the legal letter the foreigner sent to me.

I guess racism exists everywhere and to say that racism doesn't exist in anyone's country is so wrong. Having lived in Vietnam for the past 9 years, things like this happens as well, even though everyone has the same skin color. In Ho Chi Minh City(located in the south), people do not like people from the north. If you are a northern, it's hard to get jobs in Ho Chi Minh City. Even if you managed to get a job, you will be socially left out and possibly be bullied as well.
Having seen what happened in Vietnam, I would say Singapore is doing pretty well in terms of the racial harmony we have. It's impossible to stamp out racism and just because a small group of people is racist doesn't mean we as Singaporeans are racists.

These ppl are missing the point. When u owns a property, u wants to rent out to the best behaving tenants so that u have least problems. Although stereotyping is true, it is not racial in nature. It is linked more to the cultural upbringing of certain nationalities. Landlords are just practicing risk mitigations to reduce problems down the road. For example, landlords don't prefer PRC single males because they are known to hold parties and bring in friends for overnight stays. They don't prefer India families because they are known for heavy cooking which can damage and stain kitchen cabinets, and the kids draw on the walls. They also don't prefer Thai singles because they bring in occult which might not leave the house after the thais left. I think these are legit concerns but they are not communicated to potential tenants properly. Put yourself in their shoes. If things get damaged, landlord has to repair it. If crimes happens in the house (sublet to overstayers, fights from parties etc), landlords are implicated. If house becomes haunted, landlords have to sell it at below valuation. Its economics, not racisim.

I think rental discrimination occurs in all forms..not just racism…castism too. In India especially, hindus dont prefer to rent to muslims and christians . and brahmins(a caste in hindus) discriminate against all non vegetarian castes and religions . The reason they give is that they dont want their house to become impure and smell bad from the constant cooking of meat. There is also a misconception among hindus that muslims are unhygienic. When infact brahmin houses are some of the most cluttered and unhygienic places and As a Doctor I see majority of Brahmin patients with poor dental hygiene and bodily hygiene leading to skin diseases. Unfortunately there are no clear legal guidelines to protect the tenant against discrimination. This sadly is a consequence or maybe a part of the caste and religious discrimination which has been a vice of Indian society since centuries.
