USPA (United States Parachute Association) generally issues licenses and membership in order from low to high. For instance, Lew Sanborn, D1 was the first person to achieve the requirements for a D license way back when. USPA does save some of the special numbers for special people. I am D-license number 29399 which I earned around 2008. Lower license numbers are "older" and higher numbers are "newer".

OMG this makes me wanna move to Hawaii. I did a jump there in 2019 and landed off at that park across the street by the beach hahaha. Windy!
