Also considering I am moving as lone male with no partner or friends down there, will I be able to easily meet people and make friends there? Thanks
It's definitely easy to meet people and make friends. I recommend joining the facebook group "Puerto Vallarta: Everything you need and want to know". People sometimes post about meet ups there! For that budget, if you live outside of downtown and eat most meals at home, you should be able to do it!
The only time we spent New Years here, we just went down to the beach. We had the BEST time! At midnight everyone was out and watching as fireworks lit up the whole bay.
Is the open bar ticket at Las Caletas for liqour drinks or non alcoholic? Also are there any tours that piggy back the day tour plus staying for the supper and Rhythm of the Night? To avoid travelling back and forth?
The open bar ticket is only for alcoholic drinks. Non alcoholic ones are included! I think they do have some that combine the day tour and rhythm of the night. You should check with Vallarta Adventures.

Currently only elders and medical staff are being vaccinated in Puerto Vallarta. The honest truth is that Mexico is far behind most countries on their vaccination rollout. I will say that I did feel that establishments were taking precautions seriously when I visited in October and January, however that doesn't dismiss the fact that travel is still risky.

Airbnbs tend to be more affordable than hotels in Puerto Vallarta. But if I'd have to recommend some hotels, I'd say the Sheraton or Westin!
