But to be fair in Broodwar it could not have been differently, as Kerrigan backstabs them right after taking Augustgrad from UED before Duke or the Protoss had a chance to be prepared. They made a point that none of the temporary allies of Kerrigan trusted her, but they had no choice in order to defeat the UED.
It's far easier to craft a narrative when you're fighting the current power structure. Which is always unwieldy. Bloated. And open to corruption. But like a dog chasing a car, once caught. What do you do? Mengsk was a rebel dreaming of being a ruler. But once he was, he found himself seated in the same chair all rulers sit. Commanding power in an unwieldy, bloated, and corrupt apparatus. The definition of hoisted by his own petard.

Clearly all leaders humankind had in history showed some sort of charisma, presented themselves as some sort of saviors. Some of them were monsters in disguise, dictators and genocidal maniacals and such. Emperor Mengks in Starcraft incarnates such idea perfectly.
Blizzard was showing how ironic Mengsk's speech was. On one-hand, he is saying that all human should be united, but on the other, the cinematic is showing us his force decimating other Terran forces.
I first saw this cutscene when I was 12 and I couldn't understand a word of English back then. Watching this again 20 years later after being able to speak English fluently sure is awkward to me.

"Mengsk dispatched General Edmund Duke in Hyperion to stop Raynor, but Duke's forces were lured into the confined spaces of the shipyards, where Hyperion was captured by a crane. Raynor's forces swarmed aboard, hijacking Hyperion and several other ships." This scene is probably the aftermath. This Battlecruiser was unmarked. It had No Dominion or the Confederate sticker. This kind of also explained how during later in the protoss campaign , you can use Raynor with a Battlecruiser(Hyperion).
Nah I think the scene is supposed to be the big push. If you look closely, you can see what appear to be terran buildings. That battlecruiser could be Norad II.

You would think someone as calculative and manipulative as Mengsk, he would actually try to atleast rule properly to not make people want to rebel the same way they wanted against the Confederacy. Imagine how different and more unique SC2 Wings of Liberty would have been if Raynor was actually seen as a terrorist by the people and the amount of people supporting him would be significantly lower. There's nothing worse than a leader who you know is an evil fuck, but can make the entire population love him (for which we have a popular figure).
