Honestly, Hackett is probably one of the best characters in the game. Throughout the entire series, a running theme is how Shepard's superiors constantly fuck him over, stonewall him, undermine him, or otherwise hinder his ability to get his job done. Both the Council and Ambassador/Councillor Udina are often times as much of a problem for Shepard as the Reapers. Admiral Anderson tries to support you where he can but his hands are usually tied, either by his rank as a simple Captain in the Alliance or by the rest of the Council. But Hackett is someone who has the rank and power to help you and who consistently helps you. Hackett clearly respects Shepard immensely and he respects Shepard's judgment. He's willing to listen to and follow Shepard's advice and suggestions and he's constantly ready to help Shepard however he can. But at the same time, even when he has his doubts, while he makes those doubts clear, he doesn't get in Shepard's way. Even if Shepard's gut instincts don't always play out as expected, he's willing to let stuff slide because he knows Shepard is only human. Hackett is a true leader. He doesn't give a shit about rank or protocol, he cares about experience.
If you read his Codex entry, he started out as enlisted and is one of only a few people to go from enlisted to Fleet Admiral. He knows like what it’s like to be in the trenches and understands the thinking of the those that lead men and women in those trenches.
Another great thing about Hackett is if you read his files on the shadow brokers ship. He refuses the alliance to arrest Shepard for working with Cerberus.
Hacker is the kind of commander you want. Knows when to bend the rules, do things quiet and when to punch the enemy square in the face with everything you've got. Trusts his subordinates, reassures and inspires them when they need it. Stand fast. Stand strong. Stand together.
I loved him even more when the Shadow Broker's terminal lets you see one e-mail sent to Hackett (Mass Effect 2, LotSB) and his response. Basically, an Alliance Major asks Hackett for permission to capture and interrogate Shepard for his/her allegiance with Cerberus. The Major writes in an extensive and respectful manner, but that's the message: "let me kidnap Shep" Hackett's response? "Request denied"
