Can't tell you how many times I've been stuck in one of these on the way home to Indiana from Massachusetts or vice versa. A couple of times I actually stuck it out and drove through the whole thing but learned my lesson as I got older and just stopped and got hotels
I drove in this on my way to the Buffalo Vs Pittsburgh game. Went 15-20 on the highway for hours and hours. All I could see was the car in front of me, and I just followed them the entire time.
Trying to make it home. No travel bans in morning and everyone left for work. Storm hit and everything closed midday. everyone was trying to make it home before dark.

Lack of people meant no customers, no customers led to businesses closing midday. Meaning all those folks who were at work BEFORE the travel bans were in effect had to make it home somehow.

No... at least not any worthwhile insurance. Besides, if you aren't home when the travel bans are put in effect then what else do they expect you to do? Staying in your car in a blizzard isn't a good answer. Even law enforcement won't hassle you for trying to get home if you were at work when the bans took effect.
One should be indoors, at home during this - preferably with ample supplies to carry on for several days if necessary. Being outside, even in a vehicle, is not good.
I grew up in Wisconsin and I remember some crazy ass blizzards, but Buffalo is truly insane
