Some time dephosphorylation meaning activation and another time dephosphorylation meaning inhibition , so question : what determine this state and how ??

This is a covalent modulation, in which specific chemical group (eg: phosphate group) when binds to functional site covalently, it changes the shape of the enzyme so that phosphate group can bind to perform functions,
( well it involves activation and inactivation of enzymes, ) Because in here, covalent bond is forming (strong bond)
For example , phosphate group to perform phosphorylation.
Protein kinase enzymes changes the shape of the binding site of enzyme so that phosphate group can attach to perform it's function.
And another enzyme (phosphoprotein phosphatase) it involves in the removal of phosphate group, and it causes an enzyme to go back to it's original shape.
