In my silly head-canon, the Metal Mario we see in Smash Bros is an alternate version of Mario, who never managed to remove the metal cap during the events of Mario 64. He was isolated, this drove him nuts, and he turned bad.

Metal Mario was probably a robot that was a failed clone of Mario, and he probably was made a a replacement for when Mario was away. He probably ended up just choosing his own path and kind of became associated with Mario as Mario also had the metal cap power up. But hey, that’s just a theory.
For the Mario Kart version of Metal Mario, yeah this could apply pretty well, but in the context of mainline games like SM64 and SMBW it’s simply just a metal suit that protects you from suffocation.
