If my neighbor can have 3 broke down semi trucks, 2 tractors, a four wheeler, 6 cars, 2 pickups and 2 side by sides on a half acre without the government saying a word, then this guy should keep his man cave.

They will enforce the heck out of your agricultural endeavors if you let them. With that said, I would never build a double-decker shipping container man-boy fort above ground. It's too hot!

This area is susceptible to hurricanes and densely populated. Double stacked containers could be quite an issue with wind and flooding during a hurricane. They could have a very serious impact on other properties that are in the area if they were to get loose during a storm. I would suspect that is the purpose of the "No Double Stack Containers" in that area. At the same time, he applied for, paid for, and was granted a permit. He did everything he was supposed to. Sounds like the neighbors didn't do their due diligence on the public comment of the permit process and the county granted the permit.

The plywood or chipboard flooring can be contaminated with gosh knows what; they would need internal bracing, especially around doors and windows as well for installation of windows and doors. Ventilation needs to be considered as well as climate control, but that is all structures used for containing humans. It can all be done, but not as easily as many sources claim. Building permits in many states/counties can be a nightmare. Shipping containers that are in acceptable condition are not cheap!
