Dang nice historical video! I moved to the Reno, Nevada area in year 2004 and I was able to shoot a hand full of videos of Amtrak and freight trains above ground before the Reno train trench was completed in year 2005. If you cruise by my youtube account you can see a few above ground Reno RR videos.
Since Reno is a crew change point, the train is stopped there for 10 minutes, maybe longer. With that, plus all the long freight trains, very often, emergency vehicles would be delayed responding to emergencies because the trains were blocking the main streets in Downtown Reno. Now that the tracks are below the street, there will never be constant train horns or any traffic jams from trains ever again.
No, but the station platform has been moved 20 feet below the ground in a trench, so that when trains come through Reno, they will not block the major streets for such a long time. By lowering the tracks below the streets, that makes this shot impossible to get anymore

No they still stop at RENO but the stop is below ground level in what is called the RENO trench. All trains now run below street level.

how come they change the right of way to below street level in Reno NV and why?
Because the locals complained about the constant trains blocking downtown crossings.
