Wish you added a data component beyond the capacity... What water volume does rice require per acre, current capacity, production now and projected compared to the country's demand? ... Considering you'd done this project in an earlier post. Data available from Karlo, NIB, Strabag seems not to be consistent. Maybe also interrogate the volumes going by the numbers. It filled during a dry season, the flooding could be its first test though it seems explained. Good job, keep us informed.
