HP ProBook 80% Charge Fix: charge port, keyboard & battery change. HP BIOS Battery Health Management

My HP ProBook 430 G4 would only charge to 80%. Thinking it was the charge port, I tear down the laptop, which enables pretty much all ancillary components of the laptop to be changed.
I also investigate the BIOS in search of the HP Battery Health Management settings.
