I would say this is lip syncing. Not like lip syncing in live performance, here they just caputure the clip while she is singing (but not record what she sing), and the voice track was recorded somewhere else. Then they synchronize them to make a full video clip. This is not live performance where both image and sound are recorded at the same time. You can easily find out some video clips on youtube in which she does live performance of this song.
This is very clearly the song Julia wrote about Laguna, In the game in the hotel room with Julia and Laguna she said that she could never come up with the lyrics for a song but laguna's eyes inspired her. Later in the game when Laguna is with Raine she mentions that julia's love went off to war and never came back (Laguna in the Lunic Pandora) and raine mentions she sings now and one of her songs is "Eyes on me"
You can compare with the live version posted by "lionriver" in the "related videos" -bar to the right and the CD version, which is this exact same performance, down to the smallest nuances.
Why does this sound exactly like the studio version? Does the beginning make sense? Whenever sang my songs. Was something lost in the translation? Still love the song :]
I can't really say that she's lip syncing, because honestly, I sing like that too. Partly, because I'm trying to sing quietly and to myself. XD But if she were lip syncing, it'd be completely unnecessary since she isn't moving a lot. XD

Honestly, though, what does it matter? This song is beautiful, regardless of whether it's live or recorded.
