There's 2 possibilities, one, the radio activated really late for the WSW or it decoded the static as a EAS alert.

WSW for that radio:
So the station crashed, right? Maybe it crashed right in the middle of the tones for the test on that one. But it has to activate a message for it. So while the tone was going, it may have crashed in the middle of it. This would mean that the tone would be confused for that radio, and it would display the WSW instead of the RWT.
tl;dr Tone mixup.
Also, maybe they repeated the message from Feb. 1st on the 12-521.
MidiMaze178 or the radio decoded static. This once happened with my Midland WR100. I was trying to go to sleep, and it went off for a Radiological Hazard Warning, and none of my radios said so.

My hypothesis: You remember the double header weekly test that crashed my station a while ago? I think something happened similar to that. Maybe the station was only able to send out one header burst, or only a partial one before it went dark, which was only picked up on the 12-521, and showed up as a WSW because of noise on air. That's what I can think of.

This has happened to me a lot! Sometimes because of cloudy conditions or not getting a good signal or it just did it randomly

I got the same problem you had when I was first setting up my Radio Shack 12 - 991 weather radio. W X L 31 in Syracuse went off the air for a couple of days but when they came back they had the brand new voices so I'm thinking you might be getting an upgrade to your Weather Radio and they shut down the station to upgrade it. As for the winter weather warning you might just have a glitch on your radio maybe they were testing the radio since it is test day like you said and I could be testing out the radio who knows
The winter storm warning on the radio shack could be explanatory because like 99 6 it could have gotten an alert but misshurd the tones and thought it was a winter storm warning but it was actually required weekly test like when a radio says unrecognized warning and recognized watch and so forth it could have misheard and instead of putting unrecognized warning or unrecognized statement or etc it put a winter storm warning

For the random RWT on the one, sometimes the purge can be set to a really long time (sometimes >6hrs!) and I think that's what happened there. But idfk about the winter storm warning.
I know this video is 8 years old, but let me explain what I think happened.
I think the radio (12-996) misdecoded the event as a 6 hour event (as you said).
But for the 12-521, it likely "ghost activated" (which more commonly occurs on 1050 hertz activated radios, but can still occur on S.A.M.E radios).
I read this in NOAA. Apparently, The station was offline and alerts were sent off.
It also reminds me of when the station was off the air a long time ago, and only your WR-100 triggered an "immediate evacuation."
Oh yes, I remember that! Scary as anything waking up to that in the middle of the night!

I’m really late here but I think they probably sent out like 1 tone of a winter storm warning and that is probably why only the 12-521 activated because it only needs one tone to activate I might be wrong but I’m not sure
The Detroit/Pontiac office usually sends the RWT out as a 6 hour event every time

At 1:43 video progress time, i heard what i recognized as a pre-DECT6.0 panasonic WIRELESS phone those are the only phones that offer that ringtone
Normally on KJY93 Muncie, Indiana and WXM98 Marion, Indiana RWT and RMT's are 6 hours long like SVA's and TOA's

The winter storm warning was probably a glitch with the radio itself. I had a weather radio glitch by permanently having an avalanche warning and i live in Ohio... there was no avalanche warning

It was probably like that because sometimes my WR120 goes out and turns back on and then I have to setup everything all over again. I think that happened because yours probably went out too and it set itself to a different
State/County and there was a winter storm warning for that state or county. Try going to the menu to set channel and see if it was on the right channel. It probably set to a different station mine is Upton witch is channel 4. then when I went to turn it on

if you think that's weird then listen to this... so i was on the nws website and a tornado warning had popped up on the map and i had been listening to noaa weather radio for probably 5 minutes before the warning came up on the map and i listened for about 15 minutes and there were no warnings at all

The header malfunction hypothesis makes sense to me, though that should mean that your EAR-10 would have it as well. No idea on why there was no RWT, though my WFO has done that once too for no reason.

I think kwo35 tried to send out an RWT but phone line went out witch caused the same codes to send a winter storm warning and the radio shack went off due to the same codes
I wonder if KWO35 malfunctioned and sent out the first part of the header for a WSW. The RadioShack radios go off on the first blast but the other radios go off on the third blast, so that might be why the RadioShack is the only one that got it.

The reason KWO35 went out is because it's KWO35.
That happened with WXL93 they went out when issuing a RWT and my wr-120 thought it was a tornado warning

I have some answers for you listed below.
1. For the Weekly Test Scroll: The reason the Weekly Test scroll is up on KZZ31 for 6 Hours is that it can sometimes read it as that either due to static, or sometimes they send it out in general. I've had that happen to me so many times before.
2. For the Radios not leaving a trace of Weekly Test, I did not leave anything recording in my room that day, however I was told that some radios started ringing around 11:00 AM, but strangely enough, the WR-301 didn't leave a trace, probably due to static. This I'm not sure about.
I can't explain the WSW scroll on the Radio Shack 12-521.
I'm baffled too by the way! The one week I don't tape the Weekly Test is the week something mysterious happens!! Also, the NYC transmitter is down due to that telephone line issue. I hope they get it back up soon because there is a possible wintry event on the way, if you heard about it.
The good news is that KWO35 is back on the air! Bizarre day to say the least!!

I think it may be a decoder error for this video (which meant the RWT was toned as a -WS, and the alert closer to that is a WSW, which is a Winter Storm Warning.)

Its possible the WSW was dupposed to be the RWT, but someone hit the wrong button or those radios decoded it wrong!
maybe your weather has not got new information from your last winter storm. some weather radio's are like that. that they have not fully been updated. for the next information.
