Yes, Maximus totally has an idiot savant with 1 int and 10 Lck. I have never seen a character in TV history who would make one stupid decision after another and somehow get the best possible outcome for himself in the end.
he's def got a high endurance and perception. dude killed a yao guai with a single shot. also drew on the fiends and took both of them out before either had a killshot lined up. walked for miles with a rotten tooth in his arm.

I feel like it could also just be a FO3 reference too. The guns were so natively inaccurate that you could magdrop towards somebody and not hit them.

Pulp Fiction also wasn't the first or last to do the "somehow miss every shot" gag, so it may not be a reference at all.

Given the gun he was shooting was most likely a 10 mm pistol, I can understand why he missed all those shots. Especially considering he repeatedly fired without properly aiming.
Just like in the video game when he took the healing concoction he lost some fighting ability. That’s why he did not land a shot on them

I always get a little close to use my AP to increase the percentage of the hit. And I wait until my small guns, big guns etc are at a 100, or at least 75 before I waste the AP or the ammo.
What i dont get is that ghouls only regenerate when a glowing one is around so how is he alive? Ghouls are killed and injured from physical weapons in the game, so why woukdnt a arrow threw his neck, idk still kill him?

Fallout 76 has crossbows and bows, though I guess they do exist as a mod in Fallout 4 and maybe 3/NV?

Charisma involve practice drinking alcohol as training in school to make sure you can win a beer competition and drink your way out of a situation.

Perception make sure you hit when multi target shooting in VATS and range distance.

Yes it is intentionally and this was the most obvious.
The show has music from the game as well.
The radio station is another meme. If he dies there be no radio and he is scared of people. So that is why he has the conversation that people are not nice.
