It's the normal temperature of an Intel CPU in a laptop! All consumer CPU are come with locked temparture of 99°C. Just chill out! You CPU will never melted by heat.
Actually, a driver doesn't hit any GPU's performance so hard... You'll hardly get 2-3 FPS boost in some game.... Most of the time, it will still feel same...
I have kind of same spec..it won't run smoothly..even if you play it on lower resolution like 720p and lowest settings with FSR/dlss performance....it still won't run it will give like 20/25 fps in ABOVE settings..my spec were .r5 6600h..16gbddr5 ram..rtx 3050 4gb 85 watt

Keep your room ac on 24°c and use a branded cooling pad....in india it will stay between 70°-82°c
