Can one imagine how many people would be alive today and how much property would have been saved if western States did this?

Goats eat everything they can and will pair up to have one push a sapling over as others go after the leaf/needles and new growth.
Goats are an oddity for a farm animal as they target grass as a last resort even after trees. There is a reason the old cartoon joke of them eating everything came around as they will strip woody plants down to stems and softer plants down to the ground.
